No weapons were allowed on the floor of the Alcatraz cellhouse, so officers carried whistles to summon help in case of trouble. Whistle blasts also directed inmates to come to attention, stop work, start moving, and other commands. Like many pieces of equipment used in the Alcatraz penitentiary, the brass whistle was originally designed for military use.
